Tracker: Data You Can Trust
De-risking public sector growth through precision data intelligence.
Growing in the public sector is hard—not because opportunities don’t exist, but because visibility is poor, data is fragmented, and critical decisions are often made on partial or unreliable information.
The Public Sector Growth Challenge
Without accurate intelligence, suppliers face:
Wasted effort on low-probability accounts
Chasing buyers who aren’t active or spending in your category.
Missed opportunities
Competitors securing renewals and framework positions while you’re locked out.
Structural blind spots
Frameworks control 60% of public sector value, yet mapping call-offs to frameworks is nearly impossible without dedicated data science.
Uncertain pipeline quality
Forecasts built on assumptions rather than actual buying behaviour.
Tracker removes that uncertainty. Our ongoing data cleansing, de-duplication, and framework mapping programme gives you precision intelligence to de-risk every growth decision—so you can focus resources where success is most achievable.
Spend Analysis
Precision targeting from real buying behaviour. Not assumptions. Actual transactions.
Since launching our Spend Analysis service in 2011, we’ve continuously refined our approach. Our dedicated data science team runs an ongoing cleansing and de-duplication programme across more than 121 million transactions from the past 5 years alone—averaging 1.8 million new transactions monthly from over 1,200 active public sector buyers.
This means you’re analysing actual buying behaviour, not guesswork. Every invoice payment and e-procurement card transaction, cleansed and mapped, so you know exactly where buyers are spending, how much, and with whom.

What this unlocks for you
Replace broad account targeting with precision selling
Identify repeat buyers, track spend trends, and prioritise accounts using our proprietary Business Relationship Score (BRS), so you know who to approach and when.
Understand where competitors are embedded—and vulnerable
Spot their key accounts, track their activity, and identify switching opportunities before they do.
Build pipeline earlier and with greater confidence
Base your forecasts on verified spend patterns, not market assumptions, reducing risk and improving close rates.
Develop winning strategies from market intelligence
Uncover how buyers are spending now, and plan your approach accordingly.
Framework Mapping
Strategic market access, not just data.
Frameworks aren’t just another route to market—they’re control points. Over 60% of public sector contract value flows through frameworks, yet most suppliers lack visibility into which framework underpins each call-off. Without this, you’re locked out of renewals, blind to competitor positioning, and perpetually reacting instead of planning.
Tracker is the undisputed market leader in framework intelligence. With more than 18,000 frameworks mapped to over 144,000 contracts, our data science team links call-offs back to their originating frameworks—even when buyers don’t explicitly identify them. No other service provides this depth of coverage.

Framework renewal dates let you plan ahead, not scramble when RFPs drop.
A disproportionate share of public sector value
Position yourself on high-value frameworks before competitors even know they’re up for renewal.
Time and resource efficiency
At-a-glance understanding of all relevant frameworks, so you prioritise the right opportunities.
Tender & Contract Intelligence
Our tender and contract intelligence draws on 880+ sources across 195 countries, giving clients genuinely comprehensive coverage at both global and regional levels.
For Europe, we receive a direct data feed from Intercon, ensuring timely and complete coverage of European procurement activity. For the United States, we receive a direct feed from FedCon (SAM), the primary federal contracting database.
For the United Kingdom, our coverage is particularly deep. We conducted a thorough analysis of our UK source base and identified the feeds that deliver truly unique contract data—those not duplicated elsewhere. As a result, we now receive direct feeds from all major UK government portals, supplemented by a curated set of additional sources confirmed to provide unique opportunities not published through those portals. This means clients can be confident they’re seeing the full picture of UK public sector procurement, not just what appears on headline portals.

Direct feeds mean faster, more reliable data
Direct integrations with Intercon (Europe), FedCon/SAM (US), and UK government portals mean data arrives faster and with fewer gaps than screen-scraped or aggregated alternatives.
UK coverage that goes beyond the obvious
Most providers rely on the same headline government portals. Our analysis identified which additional sources publish unique UK opportunities that don’t appear anywhere else—and we feed from those too. Clients get the full picture, not just the publicly visible layer.
Evidence-based source selection
We don’t just collect sources—we’ve analysed them to understand which ones actually deliver unique data. That means no bloated source counts padded with duplicates, and no gaps where unique opportunities slip through.
Your success, powered by quality data.
We don’t just provide data—we invest in your success. Our continuous cleansing, de-duplication, and framework mapping programme means you’re always working with the most reliable intelligence available.
Because in the public sector, the difference between winning and losing often comes down to one thing: certainty. Tracker gives you that certainty—so you can protect, develop and grow with precision, confidence, and strategic advantage.
