The final provisions of the Social Partnership and Public Procurement (Wales) Act 2023 came into force this spring, putting new, measurable expectations on the suppliers who bid for Welsh public contracts. In May, Wales also elected a new government.
What hasn’t changed is the scale of the market: a Welsh public sector spending billions of pounds a year, with a clear commitment to keeping more of that spend circulating in the Welsh economy.
